Several LASERS-Related Bills to be Heard on Monday, April 13

Senate Retirement is scheduled to meet on Monday, April 13, at 10:00 a.m. Two LASERS-supported bills are on the agenda.
- HB 23 by Rep. Bacala – Authorizes a 2% cost-of-living adjustment (COLA) to eligible retirees and beneficiaries. 🔗Learn about COLA eligibility here.
- HB 32 by Rep. Egan – Provides for technical changes in LASERS statutes.
Additional hearings scheduled for Monday:
- HB 312 by Rep. McFarland will be heard in House Appropriations at 9:00 a.m. It makes supplemental appropriations for FY 2025–2026, including $59,986,989 to LASERS to reduce the System’s unfunded accrued liability. (Board position: Support)
- HB 27 by Rep. McMakin will be heard in House Civil Law at 9:30 a.m. It proposes a constitutional amendment (subject to voter approval) to remove the requirement that certain funds be applied to the oldest outstanding UAL. (Board position: Neutral)
- SB 455 by Sen. Talbot will be heard in Senate Finance at 11:00 a.m. It allows certain court employees to join the Parochial Employees’ Retirement System (PERS), including an irrevocable option for current members to transfer. (Board position: Not Yet Taken)

Senate Retirement Meeting Outcome | Tuesday, April 7
- SB 416 by Sen. Price was reported favorably as amended. The bill provides for the reemployment of retirees to fill critical shortage positions within the Department of Public Safety and Corrections. (Board position: Neutral)
- SB 455 and SB 456 by Sen. Talbot, and SB 477 by Sen. Price were all reported favorably. The Board has not yet taken a position on these bills.
- SB 455 – Allows certain court employees to join PERS, including an irrevocable option for current members to transfer.
- SB 456 – Provides relative to retired judges who return to work on assignment.
- SB 477 – Establishes an exception to allow the Chair of the Gaming Control Board to be eligible for LASERS membership.
House Retirement Meeting Outcome | Thursday, April 9
- HB 1134 by Rep. Braud was reported favorably. The bill creates a Back-Deferred Retirement Option Program for certain judges in LASERS. (Board position: Not yet taken)
- HB 45 by Rep. Bacala was reported favorably as amended. It requires certain employees eligible for the Municipal Police Employees’ Retirement System (MPERS) nonhazardous duty plan to transfer from LASERS to MPERS. (Board position: Not yet taken)
- HB 43 by Rep. Bagley was voluntarily deferred. The bill would allow any rank-and-file member, regardless of age or hire date, to retire with 35 years of service credit. (Board position: Support)
